      Scope of the seminar

      What Future for French & European Manufacturing and Production ?

      Since the failure of the Lisbon Agenda, the situation of many countries of the EU has become more and more difficult. Global unemployment is more than 10-12% and disparities between categories of workers (youth, age population, Southern countries, and depressed areas) have increased inequalities. National responses have been dominated by a selfish interest even if the need for more federalism in financial and fiscal policies has shown up after the 2008 shock.

      Economic growth was supposed to solve problem of unemployment. It has been half realized by supporting the consumption and increasing the public debt and deficit spending in order to create civil employment in the South whilst Northern countries of EU have achieved a cure of austerity and a mercantilist policy.

      The huge shortcoming of such policies is that they have left beside the main structural and strategic problems of Europe: what will be or should be the position of EU in the globalization? Do we face an inescapable decline of Europe in the world economy (Pisani, Ferry, Blanchard, Wyplosz, 2005)? Has France really dropped out of Germany from the point of view of the industry, of the innovation and of the competitiveness? How to answer the big challenge of a Green Deal in the energy, in the industries, in the global European economy?

      France is confronted to problems of competitiveness, of innovation. Is the country missing digital revolution in education and training? Does the traditional historical dualism - between isolated, small and medium enterprises and big corporations which are narrowly interconnected with the State - fits the new conditions of globalization and intra-European competition? Should the legendary French pessimism contrasting so much with the concrete level of “bien être” be referred to as a true crisis of the elitist republican model versus the democracy of the continental Protestant countries of EU? Are we facing a disintegration of the social links, an absolute or a relative increasing of inequality, or a lack of strategic perspectives?

      Recent reports in France ((D. Olivenne, P. Lescure, P. Morand- D. Manceau, J-P. Beffa, L. Gallois, S. Laye, A. Lauvergeon, M.Giraud-Weil, P.Le Deaut, Beylat-Tambourin) have paid very poor, for some of them, or quite biased, for others, if none attention, to a trans-European point of view. The forthcoming elections of the Euro Parliament could be the occasion of a thorough debate on a European industrial strategy for sustainable employment, a restored competitiveness and/or attractiveness, a true response to euro skepticism that is not anymore a purely English disease. We hold as a heuristic hypothesis that neoliberalism, Jacobin or Nation State industrial recovery programs are definitely not an appropriate or a sufficient answer.

      We suggest: 1) to draw a balance sheet of European industry and so called industrial recovery.

       2) to focus on bottom up innovation and rupture break through and deepest transformations in capitalism, markets and activities of production.

       3) to identify some basic features for a European industrial policy, a sort of blue print for a federal industrial policy.

      This report of expertise will not produce original data form polls, or economic models. Such an objective would require many resources and will be out of reach in such a short deadline (Mid 2014). It will gather the available material, data and develop a sounded reflection over the issues mentioned above.

      It will cross the points of view of experts, academics, officials, business managers of various countries (Big and small, North and South, West and East)

      The methodology will rely upon audition, interviews, a seminar with various events and the presentation of the main conclusions and a debate in Brussels in the end of February or March 2014.

      English and French will be used indifferently and the report will be available in both languages.

      The main Research Team is the CRI (Cooperation, Risk, Innovation) in the COSTECH Lab (Connaissance, Organisation, Système Technique) EA 22-23 of the University of Technology of Compiègne. The seminar could be organized at IMI, the Institute of Management of Information in Paris (UTC).

      Indeed some additional team from other countries of Europe will join our team.

      The scientific expert in charge of the Report will be Yann Moulier Boutang Professor of Economics at UTC. He will be assisted by Pascal Jollivet Assistant Professor of Economics at UTC, in charge for sustainable and Martin Morgeneyer Dr.-Ing. Martin Morgeneyer is the local coordinator for UTC of the European Consortium of Innovative Universities (ECIU). Other members of the Lab. will be involved, as Franck Ghitalla and Michael Vicente.
